AAPL 2009 Annual Meeting

The AAPL held its Annual Meeting in Clearwater Beach, Florida this past week (6/17 - 6/20).  Although the weather was hot and dry (it is summer in Florida, after all), the meeting and its associated events were well-attended and the mood was upbeat.

While there were plenty of social as well as recreational activities from which to choose, the AAPL also offered several courses accredited for continuing education points.

Of primary concern to those not in attendance was the message of the keynote speaker, Mr. Dan Naatz of the Independent Petroleum Association of America (IPAA - http://www.ipaa.org).  Mr. Naatz is a Washington D.C.-based lobbyist for the IPAA, and spoke to us about the political climate in Washington, and how policy changes, even those seemingly not pertaining to the oil and gas industry, can have a detrimental impact on our future, both as industry professionals and individuals. 

His primary point in that regard is that the 'fossil fuel' sector of the energy industry is already targeted as a result of its enormous profits, but will be targeted to an even greater extent as a government seemingly committed to a policy of 'borrow and spend' seeks to maximize every possible revenue source.

While fossil fuels will continue to be a major component of meeting our nation's energy needs, severe and ultimately punitive policy changes will have the effect of impeding and therefore delaying a much-needed economic recovery.

His message to all of us is to get involved.  While the IPAA is doing its part as a lobbying group, we as individual voters must make our voices heard through our elected representatives (Congressmen and Senators).

The AAPL Annual Meeting is open to AAPL members, their spouses and guests, and is an excellent opportunity to network, as well as to combine business and vacation travel.  I urge everyone to consider attending next year's meeting to be held in Vail, Colorado, June 16-19, 2010.

AAPL Directors Report – AAPL 55th Annual Meeting, Clearwater Beach, Florida

The Annual Meeting was a success with over 700 Landmen and women in attendance. It being my last meeting as Director from Lafayette it was bittersweet. I have made many new friends while serving on the Board these last four years.

I was elected as AAPL Third Vice President for the 2009-2010 term.
I will be serving on the Executive Committee with the following:
Rimmer Covington – AAPL President; Steve Wentworth-AAPL 1st Vice President, Rebecca Weber-AAPL 2nd Vice President, Marc Strahn-AAPL Secretary; Randy Nichols- AAPL Treasurer.

The AAPL Board meeting was held on Wednesday June 17th, and the following issues were discussed:

Financials – AAPL is in fine financial shape with the NAPE shows helping pay for education and networking opportunities as well as lobbying for landmen and their rights on the local and national scene.
Election of Officers- mentioned above.
2009-2010 Budget – Rimmer Covington has a very sound budget in place for his term next year, many education events planned.
Legislative Update: Jack Richards gave all board members a very comprehensive state and federal legislative update.
Texas- Licensing appears to be quiet for now.
New York-Lease cancellation has been increase from 3 days to 5 days.
West Virginia – UPL issue is still very much a concern for all Landmen.
Membership- Each local association is urged to help AAPL in its efforts or recruiting local members to the national organization. AAPL is offering educational opportunities to all local associations.
Certification – Only Those (without a degree) who made the cutoff and need to take the test before September got a break as the Board voted to extend the test taking date for those members who made the cutoff date of September 2008 will get until December 31, 2009 to take RPL test. The reason is that so many applied it created a backlog this will give them several more opportunities to schedule to take the test.

Annual Meeting:
Very Good speakers with talks that gave us insight into the Political World, into the large corporations as well as ethics, negotiations, public land access, Gulf of Mexico and OCS updates, History of Law and the Outlook for Energy 2010 and beyond. The meetings were very interesting and well attended!

Congratulations to our own “BUSTER” LEBLANC, winner of the 2008-2009 AAPL Education Award.
The venue of Clearwater Beach was a very receptive location, nice beaches, great restaurants as well golf, fishing and other outings reserved by the AAPL Staff. The AAPL staff needs to be commended for handling the Annual Meeting perfectly with very few problems, I say a big “Thank You”!

As mentioned by Bill, AAPL is a very good place for local landmen to go to network and be educated. AAPL is also fighting for landmens rights in Washington and in most local producing areas. If you know of an issue that concerns you and other landmen please let the board know so it can be addressed. If you haven’t made an Annual Meeting in a while you should try to make the one in Vail, Colorado next year there will be fun for all members of your family. Please help me to wish Bill Justice Good Luck in his position as AAPL Director representing LAPL.
